{"id":12357,"date":"2018-10-09T21:39:40","date_gmt":"2018-10-09T21:39:40","guid":{"rendered":"https:\/\/www.kumasionlinegh.com\/?p=12357"},"modified":"2018-10-09T21:39:40","modified_gmt":"2018-10-09T21:39:40","slug":"gras-controversial-ctn-policy-takes-effect-october-15","status":"publish","type":"post","link":"https:\/\/www.kumasionlinetv.com\/?p=12357","title":{"rendered":"GRA\u2019s \u2018controversial\u2019 CTN policy takes effect October 15"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-12358\" src=\"https:\/\/www.kumasionlinegh.com\/wp-content\/uploads\/2018\/10\/GRA.jpg\" alt=\"\" width=\"650\" height=\"433\" srcset=\"https:\/\/www.kumasionlinetv.com\/wp-content\/uploads\/2018\/10\/GRA.jpg 650w, https:\/\/www.kumasionlinetv.com\/wp-content\/uploads\/2018\/10\/GRA-410x273.jpg 410w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/p>\n<p>The Ghana Revenue Authority (GRA) has announced that it will fully implement the\u00a0<a href=\"https:\/\/citinewsroom.com\/2018\/08\/25\/ctn-row-shippers-warn-of-drop-in-revenue\/\"><strong>Cargo Tracking Note<\/strong><\/a>\u00a0(CTN) system at Ghana\u2019s ports from October 15, 2018.<\/p>\n<p>The system was meant to be implemented in August 2018 but was postponed after pressure from the Freight Forwarders Association.<\/p>\n<p>But a letter addressed to the Shipowners &amp; Agents Association of Ghana, and sighted by\u00a0<strong>citinewsroom.com<\/strong>said, \u201cfor the avoidance of doubt, all shipments made on 15th day of October 2018 and thenceforth to Ghana or with Ghana as the country of destination must be covered by a CTN number.\u201d<\/p>\n<p>The letter indicated that Customs will not process goods imported into the country without CTN numbers.<\/p>\n<blockquote><p>\u201cGoods imported into the country without the CTN, as required, would not be processed by Customs for clearance until the CTN number is provided, except where a special dispensation had been granted,\u201d the letter said.<\/p><\/blockquote>\n<p>But the Freight Forwarders Association of Ghana has registered their displeasure again over GRA\u2019s latest decision to go ahead with the implementation of the system despite their arguments against it.<\/p>\n<p>The President of the Association, Kwabena Ofosu Appiah in an interview on\u00a0<strong>Eyewitness News<\/strong>described the development as a \u201cmonumental display of bad faith.\u201d<\/p>\n<blockquote><p>\u201cThis is a monumental display of bad faith\u2026 We had a committee of the joint business consultative forum made up of Freight forwarder associations and trade associations on one side and the Ghana Revenue Authority as the implementer on another side. Initially, we expressed our hunch about the structure of the committee because we thought that there was going to be an arbiter who will advice the presidency.\u201d<\/p>\n<p>\u201cWe had about five meetings and the structure of the meeting was just questions and answers\u2026 The road-map was that, all these issues we raised, it was going to be presented to the president so that a forum will be created for the answers to be exacted\u201d.<\/p><\/blockquote>\n<p>He said the road-map was however not followed.<\/p>\n<p><b>Background<\/b><\/p>\n<p>The freight forwarders embarked on a strike in August 27, 2018 to protest against the implementation of the Cargo Tracking Notes (CTN) system at the ports. The action was necessitated by what the businesses described as government\u2019s failure to heed concerns on the policy which impedes trade facilitation.<\/p>\n<p>The business associations that participated in the action included; the Customs Brokers Association of Ghana, the Association of Customs House Agents Ghana, Freight Forwarders Association of Ghana and the Importers and Exporters Association of Ghana.<\/p>\n<p><b>Strike triggered by unresolved concerns<\/b><\/p>\n<p>The President of the Ghana Institute of Freight Forwarders, Kwabena Ofosu Appiah, had told\u00a0<strong>Citi Business<\/strong>\u00a0News their action is to get a possible suspension of the CTN policy.<\/p>\n<p>He further explained that they were open to further consultations by the government to get their concerns addressed and possibly reduce the days for the strike.<\/p>\n<p>\u201cThere are people in government who are listening, they are concerned.
