After turning down two England Under-21 call-ups, questions have been raised regarding the Chelsea winger’s intentions.
Hudson-Odoi is also being courted by Ghanaian officials, who hope he would forsake England and play for them more often.
Players who have played no more than three competitive games for one country before the age of 21 can now switch national teams.
Hudson-Odoi, 20, has three caps for England, the most recent of which he won in 2019.
He did, however, engage open discussions with the FA, assuring them that he is not keeping them hostage.
Hudson-Odoi stated that his primary goal is to establish himself as a significant player for the Blues in the hopes of earning a senior recall.

Tuchel has told the jet-lagged winger that he must carry his high-octane attitude from training into games.
After the international break, Chelsea return to Premier League action on Saturday with a tough trip to West London rivals Brentford.
